In the general context of the digitalization of the fiscal authority and the objectives related to the increase of the VAT collection rate, at the end of July, Romania received the derogation from the common system of the European Union regarding the value added tax, which allows starting from 01.01.2024 Romania to establish mandatory electronic invoicing for all transactions between commercial companies (B2B type).
In the next period, the application details and implementation method regarding electronic invoicing through the RO-e-Invoice system will be established, as well as the date from which it becomes mandatory.
Last year in July, the RO-e-Invoice system became mandatory for B2G and B2B relations with the state for certain products considered with fiscal risk.

All invoices sent or received are considered communicated from the date of their validation at ANAF RO e-Invoice, when the electronic signature (electronic seal) of the MFP (Ministry of Public Finance) is also applied to them.
