Restarting the fiscal system, a challenge for the Romanian business environment

The digitalization and modernization of ANAF, the improvement of communication with taxpayers, individuals or legal entities, were just some of the wishes (and requirements) of the business environment. Here that the year 2022 is also full of changes in the tax system, some of the fiscal measures being assumed with clear deadlines in the PNRR.

At the level of digitization, we have already seen the first progress: the process of connecting the cash registers to the ANAF system has been completed, and the SAF-T system and the electronic invoice (RO e-Invoice) have also become mandatory.

The purpose of the new tax reporting is to create a much higher level of transparency in the relationship between taxpayers and tax authorities. It is essential that the efforts of both the business community and the tax administration achieve their goals and, in the future, see shorter tax control times, lower tax compliance costs, simplification or even the elimination of certain tax returns. , but also an improvement of the collection and the creation of a more equitable environment for the economic agents.

Although these measures were announced and have been under discussion since last year, economic agents having a period of several months to familiarize themselves with the subject and prepare, yet a recent study published by EY Romania shows that the business environment is not still 100% ready for "such a quick implementation" of the new tax reports. All of these reports come with multiple associated challenges, ranging from understanding the requirements, additional compliance costs, calibrating ERP solutions, or identifying suitable solutions for preparing data in the required formats.

As a well-established provider of business systems, we analyzed the complexity of the new tax reporting requirements, the breadth of data to be provided, the variation and specificity in ERP implementation and came up with solutions to meet all these challenges.

SocrateStatements for generating SAF-T reporting

In May, we launched SocrateStatements for generating SAF-T reporting offered exclusively as a SaaS service in AWS Cloud. The solution was designed to integrate with SocrateERP, but also with third party computer systems or specialized applications.

The BITSoftware team also offers you support and implementation services for using the SocrateStatements service for generating SAF-T reporting, as well as documentation with the steps to be taken to obtain the declaration. The SocrateStatements service offers:

  • data processing in order to obtain the declaration in the standardized .xml format requested by ANAF
  • storing source files (.csv) generated either from ERP or from other sources
  • storage of generated statements
  • syntactic and structural validation of processed data
  • keeping the history of information processing
  • quantitative and qualitative information about the processed / reported data, both at the level of source files and at the level of .xml declaration

Socrate e-Invoice for simplifying business relations

For economic operators that market products with high fiscal risk (B2B) and those that carry out economic activities in relation to the state (B2G), which have the obligation from 1 July to issue electronic invoices and send them through the national system RO e-Invoice, according to the provisions of GEO no. 120/2021, approved with amendments by Law no. 139/2022, BITSoftware launched Socrate e-Invoice for entrepreneurs to benefit from simplified business relationships, transparency and greater trust in business partners.

The new service, Socrate e-Invoice, offers the registration at ANAF of invoices in electronic format, in accordance with the legislation introducing the National System on electronic invoicing RO e-Invoice for public institutions and companies operating in Romania, according to GEO 120/2021 .

This SaaS service developed in AWS Cloud will be available both to our SocrateERP customers, for the two versions, on-premises and cloud, and to third party business software application providers.

Socrate e-Invoice offers the following functionalities:

  • secure access and management of operation authentication with the ANAF service
  • conversion to XML format with its validation
  • transmission to ANAF of invoices in electronic format
  • downloading from ANAF the electronic invoices received, as well as the messages related to them.
  • storage of electronic invoices
